My Pet Goat revisited: duplicity of two terms in one photo

Everyone is on their feet but Bush, who looks diminutive, as if he’d rather be on the rug tumbling blocks or reading My Pet Goat.
You can see eight years of duplicity in this picture. The careful composition of the flag in the background; the suits arrayed with their cases, ready to spin into action.
Bush, however, seems nonplussed, still working on the speech he gave minutes later to an auditorium full of elementary schoolers.
The woman in the white suit in is Deborah Lowewer, director of the White House Situation room. Loewer accompanied Bush on the morning of September 11th to Booker elementary school.
A comment on BNN asks:
“Why would Deborah Loewer, director of the White House Situation Room, accompany the President on a visit to an elementary school? I think the answer is pretty obvious.”
